A seasoned nonprofit executive and attorney, Pohlman brings more than 20 years of leadership experience guiding mission-driven organizations through growth and transformation. In this role, he will strengthen operational strategy and infrastructure across Jubilee’s portfolio.
Richard joins Jubilee with extensive experience in education and workforce development leadership and a strong track record of translating strategy into action. He looks forward to partnering with staff, residents, and community stakeholders to further Jubilee’s commitment to justice housing in Washington, DC.

Jubilee Housing is proud to welcome Haribo Kamara-Taylor as our new Chief Financial Officer, a seasoned nonprofit leader with deep expertise in affordable housing finance and operations. Most recently serving as Chief Operating Officer at Housing Up, he led financial strategy, capital planning, and operations for a $15 million organization supporting vulnerable families.
With a strong track record of clean audits, multimillion-dollar capital project oversight, and strategic portfolio management, he brings the financial stewardship and leadership needed to support Jubilee’s continued growth. His experience and commitment to equitable, community-centered development will help strengthen Jubilee’s long-term sustainability and impact.
