POSITION DESCRIPTION:

In 2011, Jubilee Housing opened the Re-entry Housing Initiative (RHI), which is a transitional housing program for justice involved DC men and women returning from incarceration. Jubilee currently operates two homes in the Adams Morgan and Columbia Heights neighborhoods, one for 10 men and one for 10 women and seven (7) long-term studio apartments for 7 justice involved residents. Jubilee is currently seeking a Recovery Services Coordinator (RSC) to provide critical alcohol, drug abuse, and other recovery supports linked to addictive behaviors for the men and women in our transitional housing program and in the seven (7) long-term
studio apartments. The RSC will also execute administrative duties for the optimal
effectiveness and efficiency of the Program.

The Case Manager works with the team to create a transformative community experience, where peers support each other and residents receive support and accountability in their reintegration journey. The Case Manager will empower residents by working with them to assess their needs, develop Goal Plans, and monitor progress towards individual goals.

The Case Manager will also lead life skills recovery groups, meet with residents individually, and facilitate interdisciplinary approaches to care based on resident needs. The Case Manager will address addiction, life skills development, goal planning, financial management, and plans to transition out of the Program at completion or prior. These activities will be executed through 1-on-1 engagements and group activities that take place at the RHI office, at the Men’s and Women’s Houses, and at the building housing the 7 long-term studio apartments.

Primary responsibilities include:

All responsibilities apply equally for all of the RHI men and women residents in Jubilee’s transitional houses and studio apartments.

  • In collaboration with other RHI staff, conduct drug and alcohol use assessments to determine Program eligibility and a recovery plan which might include detoxification and/or mental health care referrals. These gender-responsive, strengths-based and trauma-informed assessments may be conducted in the community, Jubilee Offices or within the DC Department of Corrections and the Federal Bureau of Prison facilities.
  • Develop a Recovery Plan with each Program resident as applicable; meet with resident weekly or as needed; and hold resident accountable for meeting Plan objectives.
  • Based on assessments, make referrals to the most appropriate programs and agencies in an effort to assist residents in accessing the right level of supports to best meet their needs.
  • Work cooperatively with the Court Services and Offender Supervision Agency (CSOSA) and other community based organizations to ensure coordination of treatment services and compliance.
  • Conduct weekly or as needed 1-on-1 and group resident engagements to support the Recovery Plans of the male and female residents in the transitional houses. At least one night/week (7:00 p.m. – 8:00 p.m.) will be dedicated to a group recovery activity at each house – one at the Men’s House and one at the Women’s House each week with the possibility of conducting a co-ed group of Men’s and Women’s House residents monthly.
  • Document resident engagements and maintain quality, up-to-date clinicalEnter resident engagement activity into two databases – the Efforts to Outcomes (ETO) database utilized by Jubilee’s grant funder, the Office of Victim Services and Justice Grants (OVSJG) and Jubilee’s Penelope database for in-house service tracking and outcomes assessments.
  • Supervise the Recovery Support Assistant: (1) provide resident outreach and engagement direction and support; (2) coach on providing accurate resident engagement documentation and review weekly documentation; (3) ensure weekly documentation is recorded appropriately and accurately in ETO and Penelope; (4) provide recovery training and materials; (5); and hire and discharge staff.
  • Maintain a working knowledge of other drug and alcohol treatment agencies and programs, and a list of resources that can be shared with residents.
  • Participate in all assigned meetings, staff development, and trainings as required.
  • Provide back-up assistance to program team members as needed.
  • Other duties as assigned.

Work hours may vary periodically based on program needs.

Desired Qualifications:

  • Certified Addictions Counselor II, preferred
  • Master’s degree in Psychology, Social Work or Human Services and three (3) years of experience in an alcohol or other drug or mental health setting providing direct assistance to clients preferred; or a B.A. in the same fields of study and five (5) years full-time equivalent experience in an AOD treatment or recovery service organization providing direct assistance to clients; or no degree and seven (7) years full-time equivalent experience in an AOD treatment or recovery service organization providing direct assistance to clients.
  • Three (3) years of managerial/supervisory experience in a social service setting preferred.
  • Personal recovery experience not required, however, knowledge of recovery support systems and 12-Step programs required.
  • Experience working with individuals who are or have been justice involved (returning citizens) is preferred.
  • Understanding and supportive of a trauma-informed systems of care.
  • Strong interpersonal, engagement, organizational and time-management skills.
  • Strong computer skills required.
  • Ability to support the organization’s mission and philosophy, and demonstrate sensitivity to cultural diversity and organizational harmony.
  • Value for and the ability to deliver excellent resident services.
  • Self-directed and flexible with the ability to meet the needs of the program and the residents.

Salary and Benefits:

The annual salary range for this position is $50,000 – $55,000.
