Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington D.C. Jubilee operates ten properties totaling 299 units of affordable housing and offers robust programming for residents and community members pursuing life goals.

Jubilee Housing is an innovator in financing for affordable housing and a responsible steward of the investments it receives. Jubilee produces not simply affordable housing, but justice housing. Justice Housing is affordable to those with few financial assets, located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible and near services that support residents as they pursue educational and career attainment. Position Description:

Jubilee Housing is seeking an experienced HR Director with outstanding people skills to manage our personnel and ensure that our human resources programs and initiatives are effective, efficient, and aligned to overall business objectives. Duties for the HR Director will include dealing with employee grievances and disputes, supporting employee development, enhancing job satisfaction, enhancing onboarding procedures, implementing HR strategies that support business objectives, forecasting staffing needs, mitigating risk, ensuring accountability mechanisms, and overseeing overall employment needs.

The ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional HR director should help improve HR processes, that support business growth, improve morale and employee retention, enhance safety and wellness, strengthen relations between staff and employee, manage job satisfaction, attract the best recruits, be an advocate for employees, Jubilee Housing and promote the organization’s Justice Housing values.

Specific Duties:

  • Collaborates with senior leadership to understand the organizations goals and strategy related to staffing, recruiting, and retention.
  • Implements policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs.
  • Administers or oversees the administration of human resource programs including, but not limited to, disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Conducts research and analysis of organizational trends.
  • Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Performs other duties as required.

Desired Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
  • At least five years of human resource management experience required.
  • Excellent communication, interpersonal andproblem-solving skills.
  • Highly organized and detailed orientated.
  • Strong people and empathy skills
  • Knowledge of labor laws and regulations.
  • Payroll experience
  • Strong writing skills
  • Computer literacy

Salary:

$70,000.00 – $90,000.00 commensurate with experience
